[LSC] Call for votes: CATEGORY and KEYWORD Specifcation 1.0

While voting may have "lasted" less than a day, prior discussion lasted 
eight months.

In those 22 hours and 23 minutes, 3 votes for the proposal were cast which 
is all it needs.

As I had some free time that day I took the opportunity to "clear down" the 
LSC scratch pad,
make the edits that I felt were uncontroversial to the LDraw File Format 
spec, highlight the areas
I feel need additional input in the spec and uploaded it to the LSC scratch 
pad to (hopefully) make
it easier for us to discuss the most important specification before the LSC.

If that is "impatient", then I apologise.
