[LSC] Call for votes: Proposed changes to the LDraw "~Moved to" files header

So long as the format meets the new agreed header standard, I think this is
up to the PT Admins, and not an issue for the LSC.

That said, if the Admins post that they are happy with the format, that it
serves their needs/purposes, but that they want LSC approval, I'll vote YES

I don't like to interfer with your business but the job has to be done. as 
none of you rised objection I'm making a call for votes on the below 
version. 

as before it counts a simple majority of LSC members (not a simple majority 
of votes; not voting would then be the equivalent of a no vote).

Proposed is to add full headers to the ~Moved to files and other admin
generated files with a special name / username, probably "PTadmin". 

This would change the current structure:

to: 

0 ~Moved to 3842a
