[LSC] Call for votes: Proposed changes to the LDraw "~Moved to" files header

guys, 

I don't like to interfer with your business but the job has to be done. as 
none of you rised objection I'm making a call for votes on the below 
version. 

as before it counts a simple majority of LSC members (not a simple majority 
of votes; not voting would then be the equivalent of a no vote).

Proposed is to add full headers to the ~Moved to files and other admin
generated files with a special name / username, probably "PTadmin". 

This would change the current structure: 

0 ~Moved to 3842a
0 WRITE Part 193a moved to 3842a
0 BFC CERTIFY CCW
1 16 0 0 0 1 0 0 0 1 0 0 0 1 3842a.dat 


to: 

0 ~Moved to 3842a
0 Name: 193a.dat
