[LSC] Proposed changes to the LDraw "~Moved to" files header

Yes, in so far as the ptsubmit process will in future be able to check the
LDraw user name in the Author: line against the identity of the submitter. 

So if we enforce that parts with descriptions starting "~Moved to" must have
an author of PTadmin we should be covered.

That's a gap at present because not all registered LDraw users use the same
RealName in their parts as they registered with - in fact the LDraw
registration does not mandate entry of a RealName. In theory, right now, a
CA-affirmed author with PTsubmit rights could upload a new file with an
entirely different person as Author.
