[LSC] Proposed changes to the LDraw "~Moved to" files header

I don't have a problem with this format per-se

The issue I see (and I'm not sure if its a good or bad thing), is that the
special "~moved to" files would now be able to be uploaded to the tracker by
anyone.

At the moment, it is not possible to upload a "~moved to" file as it does
not conform to the header so is rejected.  This is good, in that you can't
create "~moved to" files on a whim, but this is also bad as you can't
correct broken "~moved to" files (and there are currently two on the
tracker)

If this header change is approved, would there be some mechanism/check put
into the tracker to ensure "~moved to" files can only be uploaded by the
system/admins?

to:
