[LSC] Proposed changes to the LDraw "~Moved to" files header

I hope you had a terrific weekend and you are now full of beans to carry on 
with the leftovers from the header proposal, but let me first say "thank 
you" for getting things done so quickly.

Proposed is to add full headers to the ~Moved to files and other admin 
generated files with a special name / username, probably “PTadmin”. 

This would change the current structure: 

0 ~Moved to 3842a
0 WRITE Part 193a moved to 3842a
0 BFC CERTIFY CCW
1 16 0 0 0 1 0 0 0 1 0 0 0 1 3842a.dat 


to: 

0 ~Moved to 3842a
0 Name: 193a.dat
0 Author: [PTadmin]
