Added the paragraph as suggested by Travis
 
Move the last remaining issue text into the Rendering Engine Guidelines
section
 
Added riders to the start of the last three sections (all these sections are
notes on how to implement the spec, and not really part of the spec)
 
Several minor corrections and consistency edits
