[LSC] Adopting the "de-facto" BFC standard - CARRIED

I have edited the BFC specification (only the current issues section) to
remove the "de-facto" wording and condense some of the other issues.

The draft spec still needs editing with regard to Travis' comments about
culling and clipping.
