[LSC] New Header Announcement

Sorry if you get this twice.  I think the first copy was clobbered by a spam
filter.

In addition to leaving BFC alone, we also decided that it wasn't good to
change the Name: and Author: meta commands, since far too many software
programs rely on them.  (Speaking of which, those didn't make it into the
list in the other thread.)  If it can be shown that a bunch of programs rely
on CATEGORY, KEYWORDS, and LDRAW_ORG, then we could probably consider
changing our minds about adding the ! to those.
