[LSC] Ratifying the BFC "standard"

There is an ambiguity in the de-facto standard that I'd like to see removed,
but I'd rather adopt the de-facto standard as the LSC draft first.

Sounds good to me.  The current one has already been reviewed a lot by
various people (including me).  Unless one of us has anything further to add
to those discussions, we could just vote on it.

I propose that we correct that over-sight.

To start, I think we should just adopt the current "de-facto" standard as
the LSC draft standard
