[LSC] List of official meta-commands

Hopefully the LDRAW_ORG vs !LDRAW_ORG issue will be resolved by the 1.0.0
spec
 
Are (what I'm calling) the LDraw.exe meta-commands official ones, or just
ones used by LDraw.exe (and most other programs)
 
I'm easy either way

Speaking of which, do a search in that file for LDRAW_ORG.  Looks like we
need to update that as well.
