[LSC] FW: Proposed change to LDraw part file header to support the CA

Not 100% sure on what the various brackets mean. [] are often used to 
represent optional information, but it looks like (not specified) all 
such information in the header is mandatory? Should we also allow for 
optional email? It's nice for part users to be able to contact the 
author directly if they wish to, otherwise ldraw.org will need to 
provide a mechanism for them to be able to do that via the username, and 
instructions will need to be provided.
