[LSC] Proposed change to LDraw part file header to support the CA -Version3

hi guy,

my understanding is that all official parts as well as the parts 
currently at the PT for certification will be updated to the new syntax 
automatically via script - but I'll leave a proper answer to the PT admins.

as orion is still very down deep and not supposed to re-surface before 
september and I compiled the metamenu.ini file for his latest LDDP - 
LDraw Design Pad release, containing the entries in the "Insert > META 
Statement > ..."  it is a peace of cake updating the chart. 
unfortunately the "Standard" and "Update" are hardcoded but I don't see 
any problem with orion being back in a short time.

regarding the 0 BFC CERTIFY INVERTNEXT bug in MLCad I urged mike to fixe 
  it while he is updating MLCad to use the new color statement. please 
feel free to drop him a line encouraging to do so.
