[LSC] Suggestion: take history out of part files

The HISTORY tag is a generally useful feature that can also be used by 
users in their model files.
Some of the many LDraw tools might let you view or edit the history in a 
nice GUI.

If we make private handling of history at ldraw.org, we will probably 
never see tools supporting HISTORY,
thus depriving users of this feature.

I agree the change history is unimportant to most library users but they 
probably never look into a DAT file anyway.
For those who do, I think it's nice to see who contributed work to the part.

Can we see an example of bloat?
