That looks like some sort of particle system. Not sure how though.

I've seen a similar style using an array of type symbols to create
typographic illustrations - take a look:

hey everybody
does anyone know how this animation effect is achieved? (the loading
animation)
http://fashion.dior.com/dior.html
It is very similar to the insertsilence style (www.insertsilence.com),
anybody knows if its the same person? is that done frame by frame
(because the animation repeats exactly in the same way) or is it
scripted?
even the tiniest insight into the basic mechanism and principle behind
how this is achieved will be greatly appreciated ;)
Thnx!!!
jonathan.

Hi Jonathan,
It looks to me like it was done with a lot of love, and a lot of
masking...
There are also some shape tweens in there. A lot of individual ones.
Obviously only the developer knows, but it looks like it took a long
time...
To the deveolper - Awesome!, well done!
My 2c
Don
