[Coco] NitrOS-9 Tools for the CoCoIOn Ethernet Card

No SPI/I2C to nobody. ff60-ff67 (alt jumper ff70-ff77) for the 
traditional 16550 interface and ff68-ff6b(alt jumper yada) for the Wizzy 
'buss indirect' access, a serial stream from 16k addressable divided up 
to 4 tx and 4 rx buffers. So, an ethernet frame + ~450 bytes * 4 sockets 
two way. Set a start address, peekpeekpeek the dataport and try to keep up.
