A wiki is a wonderful way to manage something like this. Last job, I set 
up mediawiki as the local user KB, where managers wrote the pages, users 
wrote the attached comment pages, and I just backed up the database.

I got pretty good at translating notes into English, I'll volunteer to 
add some of that here...
