The older board is let you connect a Teensy 3.5 or 3.6 to your CoCo.. 
For experimentation purposes..

The newer board is a "generic board" that has connections for the 
various CoCo Cartridge Bus Lines and a Prototyping Area for whatever you 
want to connect...

These are an easy way to start Building a Cartridge for the CoCo, before 
you design a Purpose Built Circuit Board.
