[Coco] Detecting when CoCo is turned OFF

This was my thought.

find a way to watch the -12V on the line from the arduino, and if you 
see if go to 0 for too long, Coco is off.

But, the "send a byte every so often and call the system off if no byte 
received in a given timeframe" works as well.
