Well the CoCo 3 starts up in ROM mode and then copies the ROM's to RAM.
Then Super Basic goes through its patching routines to patch Basic,
Extended Basic, and other routines as well as dropping in any other code it
needs.  So in this case if there was no expansion cart ROM found then it
would still more than likely be the value of the capacitance on the DATA
lines at the time of reading the DATA lines.

Someone with a oscilloscope that could monitor the data lines and record
them and show what is on them at the time of reading from it at the time of
no hardware driving the lines at that time.
