[Coco] CMOC 0.1.65 for Windows (without Cygwin)

Hi,
I packaged up the latest CMOC release so that it can run on Windows
without a Cygwin environment. I heard people have trouble compiling
it, and if you don't have Cygwin already it is kind of a big
installation just to run CMOC. My package includes lwasm, lwlink and
cpp (with a few needed shared libraries) so it should be all you need.

It doesn't need any special installation, just unzip the file, and add
the cmoc-win32 folder to your PATH.
