RTF is pretty much a Microsoft proprietary property and is not loved in the Linux community. You can use  TED.   It is a simple rtf processor with a small footprint

I have never had a PC outside of work that had Word, but the included Wordpad should as well.

On the Mac, the Included text editor also opens and saves them.

Not sure about Linux.
