Far as I know, the latest releases of VCC can be found at
https://github.com/VCCE/VCC/releases
You only need the 2.01b final, Feb 6,2016.
Be sure to study the .pdf file as there are quite a few things to setup in the VCC menus to get 
everything working as you want.

If you are interested in artifact colors on composite monitors, MAME/MESS does a better job than VCC 
but otherwise the emulators are very similar.
