[Coco] Coco3 arrow key peeks

I can peek for a value for all the keys including the ALT and CTRL. Just not the arrows.   I want to have both arrow and joystick to detect movement

There was a related thread last year.

I'll look at some of my source when I get a break, if I remember.

I think it requires both a poke and a peek, and actually works best in
machine code. Depends on the state the decode routines leave the PIA in and
the state they expect.
