Good news.

I managed to get it going on virtualbox with :

The 79c961 adzpter module (compatible with the AMD79C970/73 which is provided by virtualbox)

I used bridged networking and configured the vbox Ethernet adapter on the host windows pc to an address in the same subnet as the host and the guest OS9 ethernet adapter likewise.

Windows Host (virtual box with bridged adapter)
Ethernet (Actual adapter) : 10.0.1.66 
Ethernet 4 (Virtualbox Host-Only adapater) : 10.0.1.21 (any free address)

OS9000 Guest :
Sple0 (79c961 adapter) : 10.0.1.20 (any other free address on the host network)

I tried NAT in virtualbox but couldn't get it working.

For qemu setup I created a script (OS9000) that starts the emulation under ubuntu. It assumes your network adapter is wlan0 (WIFI) if it is not then open the script and edit the only reference to wlan0 to eth0 (which is the most common other type of adapter in linux).

The commands in OS9000 to configure the network are similar to linux. If you need help ask!

More about the networking.   The OS9 image includes several network devices and descriptors.  However I found it difficult to identify what they were by just the module names.  The SPNE2000 was one of the more obvious.  SP was on every module so I assume that stood for software pak. NE2000 I recognised as a network card supported by QEMU.

The other modules that I found (there might be more)

Pro100
21140 (I recognise this one as an old Digital Equipment Corporation ISA card)
79C961
8139
8900
91C94
FA311

Even with the correct card support it took me 3 days of messing around to finally get it going.

However I'm going to try getting it going in virtualbox and I'll you know.

Apparently it will run on vmware and virtualbox however getting the network components running my be more difficult.  The emulator must provide a ne2000 PCI based network adapter.  Qemu does I don't know about the others. Good luck.
