There is the USB protocol stack which handles hubs and multiple devices and such. That is what seems to be keeping USB off low-end stuff, and causing all these cheap chip solutions to exist.
By the way, the $4 PIC chip I mentioned also has 64K of program space and can run code on it's own. It has an RTC, I/O pins and everything.
