[Coco] Basic09 versions

I have compared the L1 and L2 Basic09 and RunB. The Permanent Storage Size
field in the header for L1 Basic09 and RunB is $1000 (4096), and in L2
Basic09 and RunB is $2000 (8192). I was thinking this was the default
workspace buffer size, but with the numbers displayed by both Basic09s, I
am not sure anymore. Can someone tell me what the Permanent Storage Size
field in the header is really used for?
