Everyone seems to be missing the main point here... Tandy only LICENSED the roms... Microsoft wrote them and owns the rights to the code for all versions of CB, ECB, & DECB. The "Super Extended Color Basic" (SECB) belongs to Microware.
Getting the rights from Tandy would be useless.
On the Coco Facebook page, Darren Grant (CEO of Tandy UK) had told us he was at one time in touch with someone from Microsoft about getting the rights to the roms for the Coco Community. He got a ways with the request then no final response from Microsoft. I searched FB trying to find the post but searching old posts on FB is a lost cause. I wanted to quote what he had said about this.

That’s fantastic work Barry,It would be great for the CoCo community if you can get Beny Alagem to release the ROMs. It would make it so much easier for old CoCo users who want to give the CoCo a try again using an emulator.
