Ok, I broke down and run the disk and looked at the manual :-)
The "DOS" menu program was written by R. G. Kilgus. It shows on the title screen when you run "DOS".
The actual EDTASM assembler WAS written by Microsoft. The manual has the standard "Copyright 1983 by Microsoft" & "Lisenced by Tandy Corp." logo inside as well as in the title screen once you run "EDTASM".
I knew I had seen Kilgus's name in there somewhere :-)
