[Coco] Is my coco3 dead?

Yeah I had a problem with the link showing a 404 error. A slight typo in the link but it did get me to the page and I saw a search bar at top left and typed in "little wonder" and it displayed two versions in PDF.

As for the Dead CoCo, I don't think it is dead, just under the weather<g>. Like others suspect, try testing the power supply, per instructions in the relevant documentation.
It could even be a problem with the ON/OFF switch. Definitely discard all aspects of the power supply before moving on to other more complex possibilities.

My spare coco3 won't do anything when I turn it on. No video displayed thru RF. , RGB via my cm8, or comp out.

Most likely something in the power supply, but it could be a dead 6809 (you usually get garbage on the screen though) or some corrosion on the memory or GIME chip pins. You can try pulling and reseating all of those, just be careful with that GIME and don't break the socket.
The service manual is a great tip, but you can find everything you can do with a volt/ohm meter and some suggestions for replacing the power supply in "Tandy's Little Wonder". Lots of other info and history about the CoCos in there also.
