Where are you looking? My manual says
OS9 I$Open
Entry conditions
regA= access mode
regX= address of pathlist
Exit conditions
regA= path #
regX= end of pathlist +1
Likewise for
OS9 I$Create
Entry
regA= access mode
regB= file attributes
regX= address of pathlist
Exit
regA= path #
regX= pathlist+1
