Actually, I now realize that I erred in the pin numbering. It's the two
pairs of pins at either end of the 28-pin socket that have nothing plugged
into them when using a 24-pin EPROM in the socket: pins 1 and 28 at one
end, and 14 and 15 at the other end. Though probably anyone attempting to
use these instructions would have inferred that's what I meant in any case.
