[Coco] OS9 sc6551 driver with t2

Dave,
I haven't had my CoCoFPGA out for a long time.
I **thought** Gary had a 12MHZ 6502 running all the IO. ????

Well, this is a 25 MHz 6809 so the capabilities are quite increased as
far as the CPU's ability to suck the data from the UART.  And, it's not
a real 6551 either.  So it's possible it could be a problem with the
hardware but based upon it's actions I'm more inclined to think it's
something in the driver.  As I recall, the problems continued even when
I slowed it down to 9600.
