Hi, very interesting, but where does the cpu get the 0x1212 from?

As Jim suggested himself, he can just hardware 0x12 (NOP) on the data
bus. There is no need for a ROM. The CPU will fetch 0x1212 at reset
and execute NOPs from there, effectively just acting as a 16-bit
counter.
