Mike, I have a real easy to use program that sets the display like you want it and then as you said, just cobbler a new disk.
The program is "wmode" which works like tmode but for the windows.

The program is pretty self-explanitory, but typing "wmode" alone brings up the usage message (I think)

Once
I have a bootable NitrOS9 disk image in 40 column mode I'll use my
Windows 98
machine to write a real disk for my real coco.
