[Coco] MC6847 VGA (FPGA) Project underway...

Selectable artifacting. Current prototype should support selecting between
PMODE 4 mono and color as well as swapping red and blue.  There are some
other features, but I'm not sure if Ed has been able to prove they work on
this board yet.
