No, base 64 encodings are unrelated to punctuation. In fact, base 64 does 
not know what is a punctuation : it just takes pieces of 3 bytes and 
splits them into 4 pieces of 6 bits... just like hex (base 16) splits 1 
byte in 2 pieces of 4 bits, etc.

So, they're two separate issues.
