The L3 images are not in the normal download area, only in the
development snapshots which are /not/ guaranteed to be working stuff.
Maybe it is not so useful to include them in the development snapshots
either but it helps to have it regularly built after any changes and
potentially for people helping out testing. If there is any
development on it, that is... However it can be tuned to be built but
not packaged into images.
What might be confusing is that the development snapshot URL contains
"latest" which people might associate with releases. We may change
that to something more fitting, like "snapshots" which is commonly
used for such things.
