[Coco] NitrOS-9 L3 Code and Disk Images

It dedicates 16K each for SCF drivers/descriptors, and RBF drivers/descriptors, that do not take up System RAM (which is limited to 64K total). So, it lets you add more drivers and devices then you could normally fit into an NitrOS9 Boot.
