Yes. A bit of confusion here...
The CoCo3 *CAN* show artifact colors when connected to a NTSC TV or
Composite monitor (Just like a CoCo 1/2).
A CoCo3 with an RGB monitor (regardless of NTSC or PAL) cannot simply
because RGB is of better quality and does not allow for artifacting.
This feature of Luis's scandoubler puts in a artificial artifacting
much like the VCC emulator does.
It's not perfect but makes of artifact CoCo 1/2 programs look a bit
closer to the real thing.
