[Coco] Dual clock on RGB2VGA

Again,

Since the board is now stable I can add new feature without impacting the
quality. Now I have added the dual clock feature.

Basically, we have an optimized coco3 output and a generic one. Check the

I'm just playing with the output clock. I'm not doing any scaling
algorithm. On a analog monitor it would look very good, better than the
LCD. Need to test on other monitors maybe they handle it different.
