No, it only upgrades the Coco 2 to 64k. You must remove the existing RAM to
install this.

This is covered on page 77 of the book "Tandy's Little Wonder" by F. G.
Swygert with one minor exception. I have in stock 2 of the somewhat rare
plug-in 64k upgrade boards.
