[Coco] CoCoFEST - Video Streaming Via Skype

I recommend using the #coco_chat channel on Freenode IRC to coordinate
efforts and communication between those at the fest and those that want to
view a stream.  In years past it has worked well in that capacity since
several fest attendees are also regulars in the channel.

Anyone can join the channel with the IRC client of their choice or by using
a web browser:
