Exactly what Tandy's OS-9 Level2 does on an RGB monitor. Level1 has a blue cursor.

Clearly color depends on the type of monitor, the OS-9 screen type, and the Coco 
NTSC vs PAL. What level of OS-9 is being used?
Ignoring why you see the above as a default, you can change the cursor color in 
OS-9 L1 with the Level1 command
display 5 n
where n is a $hex number: $20 cursor OFF, $21 cursor blue, $22 black, $23 green, 
$24 yellow, $25 blue, $26 red, $27 buff, $28 cyan, $29 magenta, $2A orange.
The above works with Level2 on the 32 col. text screen.
