[Coco] Another Coco Virtual Disk Util

Let me see what I can do..

In the meantime, I am looking for suggestions for my code-rewrite.  Should the CreateDisk and FormatDisk dialogs be a single (somewhat cluttered) dialog, a "step-by-step" wizard, or something else entirely?

Sorry I wasn't more clear. Yes, the volume label. I keep calling it disk name.
