But I would make no wagers that what you took apart was ever repairable 
again.  IT IS NOT GROUNDED!  Quite likely any cmos stuff will be destroyed 
about a millionth of a second after it touches.

That is also NOT a 220 approved plug according to the N.E.C. book, so I 
wonder if its somehow miss-marked.

That said, I used a device somewhat similar but arranged as a pair of 
tweezers with paddles to reach both sides of a surface mounted capacitor.  
It got way way too hot, and I wound up running it on a powerstat turned 
down to around 65 volts.  I added a ground to the tips and used it to 
change around 2 ea 3 lb coffee cans of surface mount electrolytic caps in a 
large group of Panasonic DVC-PRO broadcast digital VCR's during the tail 
end of the analog era.  If I never see another of those machines it will be 
too soon.
