There is another thing you could try as well.
Download the current nightly build for NitrOS-9 L1 for drivewire that is
used with the CoCo1. Then mount it in the drivewire server. Then on the
CoCo1 with the HDBDOS for DW, try booting NitrOS-9. If that version of
NitrOS-9 boots then only thing you would need to do is create a floppy
based disk set from the scripts that should be on the image.
