The gear doesn't wear out per sei, but the hub splits and it then slips on
the shaft. BTDT, put a new one on way back when when you could actually
order parts from the shack, probably 20 years ago. I put the new one on
with superglue, and made note a couple years later that it also had split
the hub, but that the superglue was still holding well. I roughed up the
shaft with 220 wet-r-dry to give it some tooth to grab when I put the new
one in.
But then the pens became made of un-obtainium, and its quite hazy in the
sands of time but I think I binned it as I haven't stumbled over it in my
basement midden heap in at least 10 years.
That shaft IIRC is quite well polished, so you may be able to do a usable
fix by taking a diamond tool to it, or a fresh piece of 150 to 220 grit
wet-r-dry sandpaper and making some healthy, deep lengthwise scratches in
the polish, then super gluing it.

You are taking yourself far too seriously.
A pen in the hand of this president is far more
dangerous than 200 million guns in the hands of
law-abiding citizens.
