Have you actually seen a 3 Mhz part labeled MC68C09(E)???
I was in the design group throughout the life of the '09 and never heard of,
or saw a "C" marked part. There certainly was the occasional part which
would do 3Mhz, but I don't believe that there were ever enough for 
production
quantities.

During that time - NMOS chips - the standard marking was:
MC68xx     1 Mhz part
MC68Axx  1.5 Mhz part
MC68Bxx  2 Mhz part

As you say Psuffix for plastic and Csuffix for ceramic.
Date stamp was 4 digits - 2 for workweek & 2 for year.

There was no code for 3 Mhz NMOS 68xx parts...........
