Couldn't something like this be used as the building block?

As far as the evaluation board being obsolete, yes that will happen, but
typically if that happens it is because the manufacture is ramping down
production of that particular FPGA ic.  It is a never ending battle.  What
you design today will be obsolete within 1 year, and the FPGA it is built
around will be EOLed within 10 to 20 years.

With more and more FPGAs moving to BGAs, the hobby market will be hard
pressed to do small runs.  Heck can you even find one with a Pin Grid any
more?
